Javno komunalno preduzeće “Komunalije”, Stari šor 114, 22000 Sremska Mitrovica, oglašava objavljivanje JAVNOG POZIVA za nabavku dobara u otvorenom postupku:
1000 Individualnih 400-litarskih kompostera

CONTRACT SPECIFICATIONS
- Description of the contract
The subject of the contract shall be the supply and delivery, of the following supplies:
1000 Composters
The place of acceptance of the supplies shall be JKP “Komunalije”, Stari šor 114, 22000 Sremska Mitrovica
TERMS OF PARTICIPATION
- Eligibility and rules of origin
The supplies must originate in a Member State of the European Union or a country covered and/or authorised by the specific instrument applicable to the IPA programme.
A certificate of origin (for supplies with a unit cost on purchase of more than EUR 5,000) / Statement (for goods under 5000 euro per unit) must be provided by the Contractor at the latest when it requests provisional acceptance of the goods. Failure to comply with this condition may result in the termination of the contract.
The origin of the goods shall be determined according to the Community Customs Code or the international agreements to which the country concerned is a signatory. - Grounds for exclusion
Tenderers must submit a signed declaration, included in the Tender Form for a Supply Contract, to the effect that they are not in any of the situations listed in point 2.3.3 of the Practical Guide to contracts procedures for EU external actions. - Number of tenders
No more than one tender can be submitted by a natural or legal person whatever the form of participation (as an individual legal entity or as leader or member of a consortium submitting a tender). In the event that a natural or legal person submits more than one tender, all tenders in which that person has participated will be excluded. - Information meeting and/or site visit
No information meeting is planned - Tender validity
Tenders must remain valid for a period of 90 days after the deadline for submission of tenders. - Period of implementation of tasks
The time limits for delivery shall be 40 days and the Incoterm applicable shall be DDP*. The implementation period of tasks shall run from the date of contract signature by both parties.* DDP (Delivered Duty Paid) – Incoterms 2010 International Chamber of Commerce -SELECTION AND AWARD CRITERIA
- Selection criteria
The following selection criteria will be applied to tenderers. In the case of tenders submitted by a consortium, these selection criteria will be applied to the consortium as a whole:
Economic and financial capacity of tenderer (based on i.a. item 3 of the Tender Form for a Supply Contract). In case of tenderer being a public body, equivalent information should be provided. - Award criteria
Price (or, if appropriate after derogation, the best value for money which is a combination of quality/price)TENDERING
- How to obtain the tender dossier
The tender dossier is available from the following Internet address: www.komunalije.co.rs. Tenders must be submitted using the standard Tender Form for a Supply Contract included in the tender dossier, whose format and instructions must be strictly observed.

The Contracting Authority must reply to all tenderers’ questions at least 11 days before the deadline for submission of tenders. - Deadline for submission of tenders
All tenders must be received at the above Contracting Authority’s address before the deadline date and time, April 25th 2014 13:00 AM local time, by registered letter with acknowledgement of receipt or hand-delivered against receipt signed by the Contracting Authority or its representative
Any tender received after this deadline will not be considered. - Tender opening session
The tenders will be opened on April 28th 2014 12:00 PM local time (provisional opening session date and time) at JKP “Komunalije”, Stari šor 114, 22000 Sremska Mitrovica, by the committee appointed for the purpose. - Language of the procedure
All written communications for this tender procedure and contract must be in English. - Legal basis
